In the event of a catastrophe as the account was fresh out of the tutorial, can I just wait for it to be deleted because of inactivity? If so, how long would I have to wait until I could re-register with the correct game name? If not, do I contact Jagex directly at contactus@jagex (that's likely not the correct email, but it's similar and I could go and download it from their website..)

I'm still remembering the password for the account. Even if it's been forgotten, I've only lost a minor element - If needed I'm able to re-apply repeatedly until I've got the correct password, if nothing else. Kind of silly But whatever.
