Ok since your target is in site you look on the map to see exactly where he is (you aim shows up as a purple dot on your map). Now together with your target list and item viewer on your own thieving pub on your main list of options (inv. Q points and these ) there's a meter that shows you if your target cheap School RS Gold is in range of you or not.
